247Sports: Leniency from state and local governments, along with ramped-up testing on the West Coast has made it possible for the Pac-12 to start a college football season by the end of October.
Still, questions must be answered and red tape must be cut before the 14 schools are able to begin navigating other obstacles as they battle the novel coronavirus pandemic and conduct full-scale practices before the start of a truncated season.
